We are the hosting the sixth Wikisource Triage meeting on 26th October 2022 at 2 PM UTC / 7:30 PM IST (check your local time) according to the wudele poll.
As always, you don't have to be a developer to participate in these meetings but the focus of these meetings is to improve the Wikisource infrastructure. We will be discussing the newly launched Wiki Rescues Manuscripts project and two Wikisource Fellows who will be supporting that project until June 2023 will be joining the conversation as well.

Recent changes
- There have been some minor visual fixes in Special:Search, regarding audio player alignment and image placeholder height. Further details are in T319230.

Problems
- Last week, three wikis (French Wikipedia, Japanese Wikipedia, Russian Wikipedia) had read-only access for 25 minutes. This was caused by a hardware problem. [1]

- The new version of MediaWiki will be on test wikis and MediaWiki.org from 25 October. It will be on non-Wikipedia wikis and some Wikipedias from 26 October. It will be on all wikis from 27 October (calendar).
- Some wikis will be in read-only for a few minutes because of a switch of their main database. It will be performed on 25 October at 07:00 UTC (targeted wikis) and on 27 October at 7:00 UTC (targeted wikis).
- Starting on Wednesday, a new set of Wikipedias will get "Add a link" (Assamese Wikipedia, Bashkir Wikipedia, Balinese Wikipedia, Bavarian Wikipedia, Samogitian Wikipedia, Bikol Central Wikipedia, Belarusian Wikipedia, Belarusian (Taraškievica) Wikipedia, Bulgarian Wikipedia, Bhojpuri Wikipedia, Bislama Wikipedia, Banjar Wikipedia, Bambara Wikipedia, Bishnupriya Wikipedia, Breton Wikipedia, Bosnian Wikipedia, Buginese Wikipedia, Buryat Wikipedia, Indonesian Wikipedia). This is part of the progressive deployment of this tool to more Wikipedias. The communities can configure how this feature works locally. [2]
- Starting on Wednesday October 26, 2022, the list of mentors will be upgraded at wikis where Growth mentorship is available. The mentorship system will continue to work as it does now. The signup process will be replaced, and a new management option will be provided. Also, this change simplifies the creation of mentorship systems at Wikipedias. [3][4][5]
- Pages with titles that start with a lower-case letter according to Unicode 11 will be renamed or deleted. There is a list of affected pages at m:Unicode 11 case map migration. More information can be found at T292552.
- The Vector 2022 skin will become the default across the smallest Wikipedias. Learn more.

- The Reply tool and New Topic tool will soon get a special characters menu. [6]

- At Wikidata, an interwiki link can now point to a redirect page if certain conditions are met. This new feature is called sitelinks to redirects. It is needed when one wiki uses one page to cover multiple concepts but another wiki uses more pages to cover the same concepts. - The www.wikinews.org, www.wikiversity.org, and www.wikivoyage.org portal pages now use an automated update system. [15]

- A new preference, “Enable limited width mode”, has been added to the Vector 2022 skin. The preference is also available as a toggle on every page if your monitor is 1600 pixels or wider. It allows for increasing the width of the page for logged-out and logged-in users. [18]

- Mathematical formulas shown in SVG image format will no longer have PNG fall-backs for browsers that don't support them. This is part of work to modernise the generation system. Showing only PNG versions was the default option until in February 2018. [19][20][21]
- On some wikis that use flagged revisions, a new checkbox will be added to Special:Contributions that enables you to see only the pending changes by a user. [22]
Future changes
- How media is structured in the parser's HTML output will change early next week at group1 wikis (but not Wikimedia Commons or Meta-Wiki). This change improves the accessibility of content, and makes it easier to write related CSS. You may need to update your site-CSS, or userscripts and gadgets. WikiConference India 2023: Open Community Call and Extension of program and scholarship submissions deadline

Thank you for supporting Wiki Conference India 2023. We are humbled by the number of applications we have received and hope to learn more about the work that you all have been doing to take the movement forward. In order to offer flexibility, we have recently extended our deadline for the Program and Scholarships submission- you can find all the details on our Meta Page.
COT is working hard to ensure we bring together a conference that is truly meaningful and impactful for our movement and one that brings us all together. With an intent to be inclusive and transparent in our process, we are committed to organizing community sessions at regular intervals for sharing updates and to offer an opportunity to the community for engagement and review. - The Wikisources use a tool called ProofreadPage. ProofreadPage uses OpenSeadragon which is an open source tool. The OpenSeadragon JavaScript API has been significantly re-written to support dynamically loading images. The functionality provided by the older version of the API should still work but it is no longer supported. User scripts and gadgets should migrate over to the newer version of the API. The functionality provided by the newer version of the API is documented on MediaWiki. [24][25]

The Community Wishlist Survey (CWS) 2023, which lets contributors propose and vote for tools and improvements, starts next month on Monday, 23 January 2023, at 18:00 UTC and will continue annually.
We are inviting you to share your ideas for technical improvements to our tools and platforms. Long experience in editing or technical skills is not required. If you have ever used our software and thought of an idea to improve it, this is the place to come share those ideas!
The dates for the phases of the Survey will be as follows:
- Phase 1: Submit, discuss, and revise proposals – Monday, Jan 23, 2023 to Sunday, Feb 6, 2023
- Phase 2: WMF/Community Tech reviews and organizes proposals – Monday, Jan 30, 2023 to Friday, Feb 10, 2023
- Phase 3: Vote on proposals – Friday, Feb 10, 2023 to Friday, Feb 24, 2023
- Phase 4: Results posted – Tuesday, Feb 28, 2023
If you want to start writing out your ideas ahead of the Survey, you can start thinking about your proposals and draft them in the CWS sandbox.

- Because of the holidays the next issue of Tech News will be sent out on 9 January 2023.
Recent changes
- On a user's contributions page, you can filter it for edits with a tag like 'reverted'. Now, you can also filter for all edits that are not tagged like that. This was part of a Community Wishlist 2022 request. [29]
- A new function has been used for gadget developers to add content underneath the title on article pages. This is considered a stable API that should work across all skins. Documentation is available. [30]
- One of our test wikis is now being served from a new infrastructure powered by Kubernetes (read more). More Wikis will switch to this new infrastructure in early 2023. Please test and let us know of any issues. [31]
Problems
- Last week, all wikis had no edit access for 9 minutes. This was caused by a database problem. [32]
Changes later this week
- There is no new MediaWiki version this week or next week.
- The word "Reply" is very short in some languages, such as Arabic ("ردّ"). This makes the ചർച്ചാ ഉപകരണങ്ങൾ button on talk pages difficult to use. An arrow icon will be added to those languages. This will only be visible to editors who have the Beta Feature turned on. [33] [34]
Future changes
- Edits can be automatically "tagged" by the system software or the ദുരുപയോഗ അരിപ്പ കൈകാര്യം system. Those tags link to a help page about the tags. Soon they will also link to Recent Changes to let you see other edits tagged this way. This was a Community Wishlist 2022 request. [35]
- The Trust & Safety tools team have shared new plans for building the Private Incident Reporting System. The system will make it easier for editors to ask for help if they are harassed or abused.
- Realtime Preview for Wikitext is coming out of beta as an enabled feature for every user of the 2010 Wikitext editor in the week of January 9, 2023. It will be available to use via the toolbar in the 2010 Wikitext editor. The feature was the 4th most popular wish of the Community Wishlist Survey 2021.

- You can now register for the Wikimedia Hackathon 2023, taking place on May 19–21 in Athens, Greece. You can also apply for a scholarship until January 14th.

Upcoming vote on the revised Enforcement Guidelines for the Universal Code of Conduct

In mid-January 2023, the Enforcement Guidelines for the Universal Code of Conduct will undergo a second community-wide ratification vote. This follows the March 2022 vote, which resulted in a majority of voters supporting the Enforcement Guidelines. During the vote, participants helped highlight important community concerns. The Board’s Community Affairs Committee requested that these areas of concern be reviewed.
The volunteer-led Revisions Committee worked hard reviewing community input and making changes. They updated areas of concern, such as training and affirmation requirements, privacy and transparency in the process, and readability and translatability of the document itself.

How to vote?
Beginning January 17, 2023, voting will be open. This page on Meta-wiki outlines information on how to vote using SecurePoll.
Who can vote?
The eligibility requirements for this vote are the same as for the Wikimedia Board of Trustees elections. See the voter information page for more details about voter eligibility. If you are an eligible voter, you can use your Wikimedia account to access the voting server.
What happens after the vote?
Votes will be scrutinized by an independent group of volunteers, and the results will be published on Wikimedia-l, the Movement Strategy Forum, Diff and on Meta-wiki. Voters will again be able to vote and share concerns they have about the guidelines. The Board of Trustees will look at the levels of support and concerns raised as they look at how the Enforcement Guidelines should be ratified or developed further.

- Community Wishlist Survey 2023 will stop receiving new proposals on Monday, 6 February 2023, at 18:00 UTC. Proposers should complete any edits by then, to give time for translations and review. Voting will begin on Friday, 10 February.

- Gadgets and user scripts will be changing to load on desktop and mobile sites. Previously they would only load on the desktop site. It is recommended that wiki administrators audit the gadget definitions prior to this change, and add

Community feedback-cycle about updating the Wikimedia Terms of Use starts

Wikimedia Foundation Legal Department is organizing a feedback-cycle with community members to discuss updating the Wikimedia Terms of Use.
The Terms of Use (ToU) are the legal terms that govern the use of websites hosted by the Wikimedia Foundation. We will be gathering your feedback on a draft proposal from February through April. The draft will be translated into several languages, with written feedback accepted in any language.
This update comes in response to several things:
- Implementing the Universal Code of Conduct.
- Updating project text to the Creative Commons BY-SA 4.0 license.
- Proposal for better addressing undisclosed paid editing.
- Bringing the Terms of Use in line with current and recently passed laws affecting the Wikimedia Foundation, including the European Digital Services Act
As part of the feedback cycle two office hours will be held: the first on 2 March and the second on 4 April.

- The Editing team will finish adding new features to the Talk pages project and deploy it.
- They are beginning a new project, Edit check.
Talk pages project
The Editing team is nearly finished with this first phase of the Talk pages project. Nearly all new features are available now in the Beta Feature for ചർച്ചാ ഉപകരണങ്ങൾ.
It will show information about how active a discussion is, such as the date of the most recent comment. There will soon be a new "വിഷയം ചേർക്കുക" button. You will be able to turn them off at Special:Preferences#mw-prefsection-editing-discussion. Please tell them what you think.
An A/B test for ചർച്ചാ ഉപകരണങ്ങൾ on the mobile site has finished. Editors were more successful with ചർച്ചാ ഉപകരണങ്ങൾ. The Editing team is enabling these features for all editors on the mobile site.
New Project: Edit Check
The Editing team is beginning a project to help new editors of Wikipedia. It will help people identify some problems before they click "മാറ്റങ്ങൾ പ്രസിദ്ധീകരിക്കുക". The first tool will encourage people to add references when they add new content. Please watch that page for more information. You can join a conference call on 3 March 2023 to learn more.

While the entire annual plan is available in multiple languages, a short summary is available in close to 30 languages including many from the region.
Two-Way Planning/Conversations
Since last year, the Foundation has prioritized two-way planning with communities by asking community members to share their goals for the coming year. We are hosting a series of calls/discussions across various time zones to collaborate across the movement, for South Asia-based communities;
- In-person session during WikiConference India, on the 28th of April with the attendees of the conference. (recording to be uploaded on meta).
- Virtual Discussion on the 30th of April, 2023 (0600 UTC)- Join Us!

As follow-up to the message about the Universal Code of Conduct Enforcement Guidelines by Wikimedia Foundation Board of Trustees Vice Chair, Shani Evenstein Sigalov, I am reaching out about the next steps. I want to bring your attention to the next stage of the Universal Code of Conduct process, which is forming a building committee for the Universal Code of Conduct Coordinating Committee (U4C). I invite community members with experience and deep interest in community health and governance to nominate themselves to be part of the U4C building committee, which needs people who are:
- Community members in good standing
- Knowledgeable about movement community processes, such as, but not limited to, policy drafting, participatory decision making, and application of existing rules and policies on Wikimedia projects
- Aware and appreciative of the diversity of the movement, such as, but not limited to, languages spoken, identity, geography, and project type
- Committed to participate for the entire U4C Building Committee period from mid-May - December 2023
- Comfortable with engaging in difficult, but productive conversations
- Confidently able to communicate in English
The Building Committee shall consist of volunteer community members, affiliate board or staff, and Wikimedia Foundation staff.
The Universal Code of Conduct has been a process strengthened by the skills and knowledge of the community and I look forward to what the U4C Building Committee creates. The Vega Porting guide provides the most comprehensive detail on migration from Vega2 and here is an example migration. Vega5 has currently just been enabled on mediawiki.org to provide a test environment for communities. [110]

Greetings! WikiConverse India is a new initiative that A2K is working on to improve collaboration among communities in India. WikiConverse India aims to initiate and foster dialogue within the Indian language Wikimedia community on various topics that are important for the growth of the Wikimedia movement. Currently, we are conducting regular calls as part of this initiative. For the month of June, this call will be scheduled on June 24th, 2023, from 6:00 PM to 7:30 PM IST. A2K will invite Indian participants from recent international conferences, namely the Wikimedia Hackathon and EduWiki Conference, to share their important takeaways specifically relevant to India.

The first half of the meeting will be focused on non-technical updates and conversations like events, conferences, proofread-a-thons and collaborations. The second half will be focused on technical updates and conversations, such as talking about major challenges faced by Wikisource communities, similar to the ones conducted in previous Community meetings.

- The Minerva skin now applies more predefined styles to the
.mbox-text
CSS class. This enables support for mbox templates that use divs instead of tables. Please make sure that the new styles won't affect other templates in your wiki. [144][145] - Gadgets will now load on both desktop and mobile by default. Previously, gadgets loaded only on desktop by default. Changing this default using the
|targets=
parameter is also deprecated and should not be used. You should make gadgets work on mobile or disable them based on the skin (with the|skins=
parameter in MediaWiki:Gadgets-definition) rather than whether the user uses the mobile or the desktop website. Popular gadgets that create errors on mobile will be disabled by developers on the Minerva skin as a temporary solution. [146] - All namespace tabs now have the same browser access key by default. Previously, custom and extension-defined namespaces would have to have their access keys set manually on-wiki, but that is no longer necessary. [147]
- The review form of the Flagged Revisions extension now uses the standardized user interface components. [148]
Future changes
- How media is structured in the parser's HTML output will change in the coming weeks at group2 wikis. This change improves the accessibility of content. You may need to update your site-CSS, or userscripts and gadgets. There are details on what code to check, how to update the code, and where to report any related problems. [149]
